Government effectiveness vs. liberal democracy

The government effectiveness index captures perceptions of the quality of public services, the civil service, and policy formulation and implementation (positivevalues mean higher effectiveness). Liberal democracy based on the expert estimates and index by V-Dem, ranging from 0 to 1 (most democratic).
